The times are a-changin’ in Seattle, as the new Seattle City Attorney – Ann Davison – is getting down right aggressive coming out of the proverbial gates; her office has formed a partnership with both the King County Jail and the Seattle police to reduce, and even eradicate, repeat offender crime. The effort is encapsulated in the High Utilizer Initiative (‘HUI’). This type of cross-departmental approach is specifically geared to take prolific offenders off Seattle’s streets. As part of this partnership, the King County Jail has agreed to allow misdemeanor bookings of a limited number of high utilizers. It is claimed that repeat criminal activity has greatly impacted struggling Seattle businesses. It is hoped that the HUI will not only add another layer of accountability, but also help identify those most in need of behavioral and health services. Ultimately the goal is to coordinate high utilizer efforts between the Seattle City Attorney’s Office, the Seattle Police, the King County Prosecutor’s Office, the King County Jail, and other service providers to improve outcomes for these individuals and to reduce their effects on safety in Seattle.
